Leader Outlines New Rules of Engagement: ‘Blockade for Blockade, Airport for Airport’

The one-hour-and-forty-minute speech delivered by leader of th revolution Sayyed Abdulmalik Badreddin al-Houthi on Thursday afternoon serves as a comprehensive political and strategic roadmap. Moving beyond mere commentary on current events, it outlines the features of the upcoming phase, defines the nature of the conflict, identifies its key players, and establishes new strategic equations.

The speech stems from a core vision: that jihad in the way of Allah is the path to freedom and honor, that submitting to tyrannical powers brings only occupation and humiliation, and that the nation can only reclaim its standing by confronting the US-Israeli project targeting Arab land, resources, identity, and lives.

The Leader emphasized that the aggression against Palestine, Lebanon, Iran, and Yemen represent linked chapters of a single project aimed at creating a “New Middle East” and a “Greater Israel.” This project is led by the United States and the Zionist occupation state, with British participation, while certain Arab regimes play political, media, economic, and security roles to facilitate it.

Addressing the Palestinian cause, the speech reiterated that the ongoing onslaught in Gaza is a continuous genocide. The Israeli occupation respects no agreements, truces, or international laws as it continues its campaign of killing, starvation, displacement, and destruction of infrastructure, hospitals, and mosques, alongside violations at Al-Aqsa. All of this occurs while the world stands by, complicit or powerless, exposing the emptiness of Western slogans regarding human rights and international justice.

In contrast, the speech praised the support fronts in Yemen, Lebanon, and Iran, noting that they prove the region still possesses power when sincere leadership and will are present. The Axis of Resistance has now become an undeniable force in the conflict despite ongoing pressure and conspiracies.

The Leader also detailed the US-Israeli aggression against Iran, describing Tehran’s resilience as a strategic victory for the region’s peoples. This steadfastness, he noted, proves that American hegemony is not an inevitable fate and can be broken.

On domestic affairs, the speech adopted an unprecedentedly sharp tone toward the Saudi regime. Al-Houthi stated that the so-called “de-escalation” has not yielded any humanitarian improvements. Instead, Riyadh has tightened its blockade, restricted flights, paralyzed Yemeni ports, denied Yemenis access to their oil and gas revenues, and imposed measures that have crippled the economy, driven up prices, and worsened the suffering of patients and the impoverished.

He clarified that the Yemeni people have been deprived of basic rights—including travel, healthcare, and their own national wealth—while foreign occupation and resource looting continue. He characterized this situation as an ongoing aggression that cannot be tolerated under any pretext.

Most critically, the speech declared a direct equation of deterrence: any continued targeting of Yemeni airports and ports will be met with strikes on Saudi airports and ports. A blockade will be met with a blockade, and all vital Saudi oil and infrastructure facilities will be legitimate targets if Riyadh chooses to escalate militarily or continue choking the Yemeni people.

This declaration marks a formal transition from “strategic patience” to actively enforcing equations of deterrence, following what Sana’a views as the failure of the US-British-Saudi-Israeli alliance to break Yemen’s resolve through direct war, blockade, and political pressure.

Significantly, the speech tied freedom directly to faith. The Leader emphasized that the struggle is no longer merely about airports or ports, but about dignity, sovereignty, and independence. Accepting external control over Yemeni travel, wealth, and ports is equivalent to accepting enslavement—something the Yemeni people have rejected through eleven years of war and will continue to reject.

He called for massive public rallies on Friday as a political and popular message of defiance, confirming Yemenis’ insistence on their rights, their rejection of guardianship, and their commitment to continued mobilization.

The speech concluded with a personal message from the Leader to the public: “My life is a ransom for you, my dear people… My soul and my life belong to Allah in your service, so that you may not be wronged, humiliated, or defeated.” This statement framed the ongoing conflict not merely as a political battle, but as a struggle for identity, dignity, and survival.
